(C) RÉSUMÉ : La France entretient actuellement d’excellentes relations avec le Maroc, des liens tendus avec l’Algérie, une relation en amélioration avec la Tunisie, et des rapports décevants avec la Libye, selon le Sous-Directeur Afrique du Nord du MAE, Cyrille Rogeau. Lors de vastes discussions en janvier, Rogeau et la Responsable du Bureau Maroc au MAE, Marie Buscail, ont indiqué à l’attaché politique que la France est désormais bien placée pour aider le Roi du Maroc, Mohammed VI, à réaliser son ambitieux plan de régionalisation. 2. (C) : « Avec le Maroc », selon le Sous-Directeur Afrique du Nord du MAE, Cyrille Rogeau, « nous discutons de tout. Nous avons nos meilleures relations (en Afrique du Nord) avec les Marocains ». En tant que principal partenaire commercial et investisseur du Maroc, la France connaît actuellement un point culminant dans les relations bilatérales, selon Rogeau et la Responsable du Bureau Maroc, Marie Buscail. En fait, Buscail a affirmé que la France est maintenant bien placée pour aider le Roi du Maroc, Mohammed VI, à atteindre son objectif déclaré de décentralisation d’une partie du pouvoir et de l’autorité du gouvernement central vers les provinces. La France aura un rôle à jouer, a-t-elle dit, car la régionalisation sera un processus lent et difficile pour le Maroc. Certains Marocains ont suggéré que les dirigeants des nouvelles régions seraient élus « indirectement », c’est-à-dire nommés par des conseils directement élus.

(C) : Ayant avancé ces vues provisoires sur le processus de régionalisation, Buscail a reconnu que même des contacts français fiables à Rabat restent incertains quant à la manière dont la régionalisation se déroulera. Il est trop tôt pour dire, par exemple, quel rôle les partis politiques auront dans le nouveau système. Alors que le Gouvernement du Maroc travaille sur ces défis, les responsables français ont proposé d’aider leurs homologues marocains. Malgré l’approche très centralisée de la France en matière de gouvernance, Buscail a soutenu que l’influence, la formation et les échanges institutionnels français permettront aux responsables du gouvernement français d’aider leurs homologues marocains à développer certaines des compétences nécessaires pour faciliter la décentralisation. Les Français se concentreront également sur les réformes judiciaires.
POLITIQUE INTÉRIEURE AU MAROC

5. (C) : Rogeau a déclaré que l’affaire Aminatou Haidar a rendu le climat défavorable à la prochaine réunion sur le Sahara Occidental. Il a soutenu qu’aucune des parties ne semble avoir un intérêt réel à faire avancer le processus pour le moment, à l’exception de celles des camps et du Polisario : le Maroc semble satisfait du statu quo, et l’Algérie profite de la liberté de s’en prendre au Maroc et à la France. Les Français ont néanmoins récemment encouragé les Marocains à adopter une approche positive du processus de l’ONU.
6. (C) : Les Marocains ont commencé à se préparer sérieusement au renouvellement du mandat de la MINURSO en avril, selon Buscail. En fait, elle a rapporté que les responsables marocains ont cherché à introduire un facteur de complication. Ils ont posé une demande « hypothétique » concernant les réfugiés sahraouis dans les camps de Tindouf en Algérie : le gouvernement français serait-il prêt à en réinstaller certains en France ? Buscail a affirmé que les Marocains ont posé la même question au gouvernement américain, au Royaume-Uni et à d’autres pays d’Europe du Nord. Décrivant la demande comme exceptionnellement « directe », elle a noté que les Marocains avaient néanmoins fait des demandes « théoriques » similaires par le passé. Cette fois, le gouvernement français a répondu en soulignant qu’il n’avait reçu aucune demande de réinstallation en France de la part de réfugiés ; s’il reçoit de telles demandes, il les évaluera au cas par cas. Buscail a déclaré que des représentants du HCR ont confirmé aux responsables français que les réfugiés eux-mêmes n’avaient pas demandé de réinstallation. De plus, elle a noté que les relations tendues de la France avec l’Algérie (voir ci-dessous) compliquent la position du gouvernement français à l’égard des camps de Tindouf : « Cela nous poserait de réels problèmes avec l’Algérie si nous acceptions des réfugiés de Tindouf. » Elle a déclaré que les Français seraient intéressés de connaître la réponse du gouvernement américain à la demande marocaine.
LES ÉTATS-UNIS, LE ROYAUME-UNI, LA FRANCE DOIVENT SE PRÉPARER MAINTENANT AU RENOUVELLEMENT DE LA MINURSO

(C) : Rogeau a déclaré que la France anticipait la MINURSO et cherchait à éviter ce qu’il a appelé la « surprise » britannique qui a gâché les efforts pour unifier nos positions l’année dernière, lorsque les Britanniques ont soudainement objecté au texte après que le gouvernement américain et la France aient cru avoir un accord. Il a déclaré que les responsables français avaient expliqué à leurs homologues marocains l’importance d’entreprendre des réformes internes afin de donner aux France et autres amis du Maroc les moyens de s’opposer à toute expansion du mandat de la MINURSO. En plus des réformes, a-t-il dit, les Marocains sont conscients qu’ils devraient éviter de répéter le comportement maladroit qui les a forcés à inverser leur position concernant Aminatou Haidar. Rogeau a suggéré que le gouvernement américain soutienne les efforts français pour communiquer au Maroc le lien entre leurs réformes politiques internes et le renouvellement de la MINURSO. Les Français prévoient également de demander bientôt au Royaume-Uni de clarifier sa position, et aimeraient que nous encouragions les Britanniques à ne pas proposer de changements de dernière minute, comme ils l’auraient fait l’année dernière.
ALGÉRIE — DEMANDE D’AIDE POUR FAIRE PRESSION SUR ALGER CONCERNANT LE SAHARA OCCIDENTAL

8. (C) : En vue de la prochaine série de pourparlers sur le Sahara Occidental, provisoirement prévue du 9 au 11 février aux États-Unis, Rogeau et Buscail ont tous deux déclaré que les Français avaient pressé les Algériens d’adopter une position plus constructive à l’égard du processus politique. Décrivant à plusieurs reprises les Algériens comme « pas très constructifs », ils ont déclaré que les Algériens avaient profité de la crise de décembre concernant l’admission d’Aminatou Haidar au Maroc en mettant en lumière le bilan du Maroc en matière de droits de l’homme au Sahara Occidental. « Nous avons dit aux Algériens que nous comprenions leur message », a déclaré Buscail, « et que nous dialoguons avec les Marocains sur les droits de l’homme, que nous n’avons pas ignoré la question. » Elle a expliqué que les Français craignent que les Algériens ne cherchent à continuer à se concentrer sur la question des droits de l’homme dans un avenir proche, au lieu d’assumer leur part de responsabilité dans la résolution du conflit au Sahara Occidental. « Nous leur avons dit que notre priorité est le processus politique », a-t-elle déclaré. « C’est le seul moyen de garantir le respect des droits de l’homme (au Sahara Occidental) à long terme. »
9. (C) : Buscail a souligné que les Français souhaiteraient que le gouvernement américain envoie le même message fort à Alger. « Il est temps pour nous d’essayer de convaincre l’Algérie de s’engager véritablement dans le processus », a-t-elle soutenu. Elle a rapporté que le MAE français avait demandé à l’ambassade de France à Washington de transmettre cette même demande au Département d’État. Notant que si les Marocains et les Algériens avaient accepté de participer aux réunions de février, le Polisario n’avait pas encore confirmé sa présence, Buscail a déclaré que les responsables du gouvernement français ne participeraient que si le Polisario le faisait.
RELATIONS BILATÉRALES « GELÉES » …
10. (C) : Rogeau a été exceptionnellement direct et franc sur le « triste état » actuel des relations franco-algériennes. Il a utilisé des mots comme « rigide » et « gelé » ainsi que « plutôt mauvais » pour décrire les relations bilatérales, qui, selon lui, étaient simplement « au point mort ». « Tout est bloqué », a-t-il déploré. Comme principale cause de l’impasse, il a cité une détérioration précipitée depuis l’arrestation en août 2008 du chef du protocole algérien, Mohamed Ziane Hasseni, pour un meurtre à motivation politique qu’il aurait commis à Paris en 1987. Hasseni est resté sous contrôle judiciaire en France jusqu’en février 2009, mais le juge n’a pas encore rendu de verdict dans l’affaire. Bien que Rogeau ne sache pas quand ce verdict pourrait arriver, il a déclaré que « le plus tôt serait le mieux ». En outre, il a déclaré que le Gouvernement algérien restait « très vexé » par les allégations en France selon lesquelles l’armée algérienne aurait participé au meurtre de moines de Tibhirine assassinés pendant la guerre civile des années 1990. Pour détourner l’attention, le régime algérien attaque souvent la France ou le Maroc, notant le facteur compliquant que de nombreuses élites algériennes restent francophiles en même temps. Elles sont, par exemple, a soutenu Rogeau, « plus timides » en public concernant la coopération avec les Américains qu’avec les Français, en particulier dans le domaine de la lutte contre le terrorisme (voir ci-dessous).
11. (C) : Globalement, Rogeau a décrit un pessimisme généralisé au MAE français concernant l’Algérie : « Il faudra un autre général avant la normalisation. » Remarquant à quel point les relations restent « compliquées », il a déclaré que les Algériens se concentrent toujours sur « ce qui ne va pas ». Pour ces raisons, entre autres, le Président algérien Bouteflika n’a pas visité la France depuis l’arrivée au pouvoir du Président Sarkozy en 2007. Sarkozy n’est pas non plus retourné en Algérie depuis ses deux visites en 2007. Rogeau a douté qu’une visite ait lieu dans l’une ou l’autre direction avant que l’affaire Hasseni ne soit résolue.
… MAIS UNE COOPÉRATION ÉTROITE EN MATIÈRE DE LUTTE CONTRE LE TERRORISME SE POURSUIT
12. (C) : Malgré les problèmes, a insisté Rogeau, l’Algérie est restée un partenaire fiable en matière de lutte contre le terrorisme (référence précédente). Il a toutefois noté que les Français sont surpris par le refus continu des Algériens d’étendre leur coopération au-delà d’un cadre bilatéral. Ils n’autoriseront pas, par exemple, les échanges d’informations « trilatéraux », entre les États-Unis, la France et l’Algérie, ou le Royaume-Uni, la France et l’Algérie. Les Algériens limitent leur coopération antiterroriste aux contacts bilatéraux car, selon les spéculations de Rogeau, ils cherchent à maintenir un contrôle strict sur leurs relations et sur leurs propres efforts de lutte contre le terrorisme. Pourtant, il a déclaré que cette pratique n’avait pas de sens car les Algériens réalisent probablement que nous — Français, Britanniques et Américains — échangeons des informations entre nous sur le terrorisme au Maghreb et au Sahel. Les Algériens savent que nous avons tous le même ennemi, les mêmes objectifs et les mêmes intérêts dans cette question.
LES FRANÇAIS INCLUENT L’ALGÉRIE ET LA LIBYE SUR LA LISTE DE SURVEILLANCE DES TRANSPORTS
13. (C) : La France a eu les mêmes problèmes que le gouvernement américain avec les retombées des annonces concernant de nouvelles réglementations de transport ciblant les citoyens algériens et libyens. Le ministère de l’Intérieur (MoI) a pris une décision sur les pays à inclure sur la liste sans consulter le MAE, a rapporté Rogeau. Puis la presse française et algérienne a annoncé la nouvelle avant que le MAE ne puisse informer les pays concernés. En conséquence, les Algériens et les Libyens, entre autres, ont protesté vigoureusement contre leur inclusion sur la liste de surveillance à Paris, dans leurs propres capitales et dans les médias.
TUNISIE — RELATIONS BILATÉRALES REMISES SUR LES RAILS
14. (C) : Rogeau a affirmé que les relations françaises avec la Tunisie avaient commencé à revenir à la « normale » depuis la visite en décembre 2009 à Tunis de Frédéric Mitterrand, Ministre français de la Culture et de la Communication. Après une série de disputes publiques en 2009, suite à la réaction virulente du Gouvernement tunisien aux critiques françaises concernant leur traitement des journalistes, le voyage de Mitterrand aurait contribué à réduire les tensions persistantes. Les Français perçoivent actuellement la Tunisie comme le pays le plus stable du Maghreb, selon Rogeau. Comparée à ses voisins nord-africains, a-t-il soutenu, la Tunisie a une population très éduquée (seulement un taux d’analphabétisme de sept pour cent, contre 50 pour cent au Maroc), avec le taux de chômage le plus bas de la région, et une bureaucratie qui fonctionne raisonnablement bien. L’économie tunisienne jouit d’une solide réputation dans la région, comme en témoignent les investissements qu’elle a attirés des pays du Golfe. Rogeau a affirmé que les Tunisiens semblaient percevoir un lien entre les pratiques d’un État policier et un développement économique réussi ; en conséquence, ils acceptent une forme de contrat social : en échange de la stabilité et de la croissance, la population reste silencieuse. De plus, mis à part la succession de Ben Ali, les Français ne croient pas que la Tunisie soit confrontée à des changements déstabilisants à court terme. En même temps, a observé Rogeau, l’approche de Ben Ali comporte des risques importants, y compris la croissance d’une classe moyenne qui exige plus de liberté politique, et le risque que la croissance économique ralentisse ou s’arrête. Si le gouvernement cesse de fournir la sécurité financière et sociale, il aura rompu le contrat tacite et la population pourrait devenir moins docile.
15. (C) : Quant à l’un des journalistes que le gouvernement tunisien a harcelé et emprisonné, Taoufik Ben Brik, Rogeau l’a décrit comme « pas le meilleur exemple » d’intégrité journalistique. Rogeau a rapporté que les tribunaux français poursuivent également actuellement Ben Brik, pour avoir prétendument agressé une femme tunisienne qui a décidé de porter plainte contre lui en France. Ben Brik, selon Rogeau, est très bien organisé, avec de nombreux contacts en France qu’il a activés en son nom. Néanmoins, les Français ne discutent plus de son cas avec les Tunisiens, a déclaré Rogeau. (C) : Les relations françaises avec la Libye sont « stables » pour le moment, selon Rogeau, mais les Français sont de plus en plus frustrés par l’incapacité des Libyens à tenir leurs promesses concernant les visas, les échanges professionnels, l’enseignement de la langue française et les accords commerciaux. « Nous (et les Libyens) parlons beaucoup, mais nous avons commencé à voir que les actions ne suivent pas les paroles en Libye », a déploré Rogeau. « Les Libyens parlent et parlent mais n’achètent rien (de nous). Seuls les Italiens obtiennent des contrats. » Les Français ont fait de nombreux gestes, a affirmé Rogeau, qu’ils estiment ne pas avoir été réciproques de la part des Libyens. Il a cité un signe de progrès : lors de son discours à l’ONU, le dirigeant libyen Kadhafi n’a attaqué ni la France ni les États-Unis directement. « Cette omission était rare. Nous en avons pris note. » Rogeau a déclaré que la France devait être patiente, mais qu’elle irait de l’avant « avec moins d’enthousiasme qu’auparavant. »
