Embassy of the Kingdom of Morocco, Moscow To the Minister of Foreign Affairs and Cooperation September 3, 2014 Cab/1 – MD – SG/4 – DG 7/4 –
Subject: Working session with Mr. Mikhail Bogdanov, Deputy Minister of Foreign Affairs and Special Representative of the Russian President for the Middle East.
I have the honor to inform you that I held a working session today, at my request, with Mr. Mikhail Bogdanov, Deputy Minister of Foreign Affairs and Special Representative of the Russian President for the Middle East.
During this meeting, we discussed the prospects for bilateral relations, focusing on upcoming milestones.
Mr. Bogdanov shared with me Mr. Putin’s response to the Royal Message, the content of which aligns perfectly with the vision outlined by His Majesty the King.
Mr. Putin is very satisfied with the positive evolution of bilateral relations and shares His Majesty the King’s desire to elevate them to a higher level. Regarding the date of His Majesty the King’s official visit to the Russian Federation, Mr. Bogdanov suggested that I propose dates for this visit.
The second session of the Joint Military Commission, currently being held in Moscow between the two countries, is taking place under excellent conditions and bodes well for fruitful cooperation in this field.
The 5th Session of the Intergovernmental Joint Commission, to be held in Rabat from September 15 to 17, presents an excellent opportunity to boost cooperation between the two countries.
Morocco, which is already a major supplier of fruits and vegetables to the Russian market, should seize the opportunity created by economic sanctions to significantly increase its exports to Russia.
My interlocutor welcomed the presence of a large Moroccan delegation at the « World Food Moscow » exhibition, scheduled for September 15–18, 2014, in Moscow. Moroccan companies attending this fair will be able to connect with their Russian counterparts.
Furthermore, Mr. Bogdanov informed me that, at the insistence of the African Union, Russia will receive Mr. Joaquim Chissano on September 8, 2014. He clarified that Russia has not changed its position on the Sahara, which remains a matter for the Security Council, and that any solution related to it must go through Rabat.
He further confided to me that the Sahrawi populations living in Tindouf are true hostages.
He also informed me that the Minister of Foreign Affairs of Mali will visit Moscow next week, adding that Moscow and Rabat are on the same page regarding this issue—namely, the stabilization of Mali while preserving the country’s territorial integrity and the return to peace.
