Palm Beach, the « Ground Zero » of the Epstein System: Women Testify to Rapes During His Work-Release Sentence

Five victims, including an Uzbek model, told Democratic lawmakers how Jeffrey Epstein continued to abuse them while serving an 18-month prison sentence in a work-release program.

While Jeffrey Epstein was serving an 18-month work-release sentence for child sex crimes in Palm Beach, he never stopped raping women. That is what five victims and the family of a sixth young woman who died in 2025 testified to on Tuesday, May 12, during a hearing attended by Radio France.

The testimonies, gathered by Democratic members of the House of Representatives investigative committee, took place in Florida, just a stone’s throw from Mar-a-Lago, Donald Trump’s residence. « We are here in the heart of the Epstein system. Palm Beach is the ground zero of his criminal enterprise, » said Democratic Representative Robert Garcia.

« He Joked About His Conviction »

Among the witnesses was Roza, an Uzbek model, now 35, who testified with her face uncovered about the hell she endured. In 2009, at age 18, she says she was sent to Palm Beach by French agent Jean-Luc Brunel, himself implicated in the case, to meet Jeffrey Epstein. He promised to launch her career. But, she said, « I had no money, no family in the United States. I was the perfect prey. »

For three years, Roza claims she was repeatedly raped by the financier, even as he was officially serving a sentence for sex crimes against minors. « I met Jeffrey Epstein at his house in 2009. He was not in prison. He even joked with his friends about his conviction and boasted that he was still seeing girls. He raped me continuously for three years, » she said in tears.

At the time, Epstein benefited from a work-release program that allowed him to leave prison during the day to « work » at his home, before returning to his cell at night. Testimonies gathered by the commission confirm that this arrangement, although presented as a rehabilitation measure, did nothing to prevent the recurrence of the crimes.

Fear of a Presidential Pardon for Ghislaine Maxwell

Beyond these revelations, the victims and Democratic lawmakers expressed growing concern: Could Donald Trump, whose geographical proximity to Epstein in Palm Beach is well known, pardon Ghislaine Maxwell, the former companion and accomplice of the predator?

Convicted to 20 years in prison for sex trafficking of minors, Maxwell is currently serving her sentence. But the U.S. president is deliberately keeping the possibility of a pardon vague, fueling a heated controversy just months before decisive elections. « Victims cannot bear the thought of his accomplice being freed, » said a lawyer present at the hearing.

Democratic lawmakers have committed to proposing new laws in favor of victims’ rights. According to estimates from lawyers and lawmakers, the Epstein network had nearly 1,200 victims.
