The world is witnessing a bitter power struggle, and the intelligence agencies of the Moroccan regime are at the heart of a fierce war. The conflict has intensified in recent days due to articles in the French newspaper Le Monde and the « organized » leaks from a hacker known as Jabaroot, who has exposed Moroccan officials who didn’t hesitate to use Israeli-made spyware to spy on their political opponents and foreign figures.
Today, the hacker Jabaroot doesn’t hesitate to condemn high-ranking Moroccan intelligence officials, whom he accuses of protecting and establishing widespread corruption. « Jabaroot » has managed to place the Directorate General for Territorial Surveillance (DGST), Morocco’s powerful intelligence agency, under his control.
A few weeks ago, he warned that « the agency that is supposed to protect Morocco is nothing more than an out-of-control tool, whose goal is to protect the corrupt, silence voices, and sell the kingdom’s secrets, thus mortgaging Morocco’s future. »
In his latest reveal, accompanied by the publication of documents proving the deal, Jabaroot accuses Abderrahim Hamidine, the head of the political police in Casablanca, of using his modest salary as a government employee to buy a villa with a swimming pool in California, one of the most exclusive neighborhoods in the Moroccan city.
In the weeks leading up to this scandal, the main target of Jabaroot’s anger —whom many have already dubbed the « Moroccan Julian Assange »— was Mohamed Raji, known in Rabat as « Mr. Eavesdropping. » Raji is the mastermind of illegal wiretapping and the person directly responsible for implementing the Pegasus spyware program, which the Moroccan regime used to spy on the mobile phones of Spanish Prime Minister Pedro Sánchez, French President Emmanuel Macron, and other ministers in both countries, as well as political and media figures.
But Jabaroot didn’t stop there. His posts targeted Moroccan figures, including ministers, judges, high-ranking DGST officials, and even members of King Mohammed VI’s entourage. One of Raji’s specific tasks was to act as an intermediary between the palace and security agencies, protecting the regime’s secrets and sensitive information.
Last June, he targeted Minister of Justice Abdellatif Ouahbi: « Mr. Minister, yesterday you spoke about Jabaroot in Parliament; we gave you the opportunity to try to make things right for the benefit of the Moroccan people, justice, and truth. Unfortunately, instead of seizing this golden opportunity and appearing as a hero, you chose to resort to lies and denial, naively recounting false reports directed at you and blaming others… Know this, Jabaroot conducts thorough investigations. You will have to face the consequences… » he warned, in a style reminiscent of the anonymous letters received by Inspector Jaritos in the crime novels of Greek author Petros Markaris.
The hacker’s revenge came a month later, when it was revealed that Ouahbi had applied for an 11 million dirham ($1.2 million) loan in 2020 to purchase property in one of the most luxurious neighborhoods in the capital, Rabat. He added: « He paid off the loan on July 15, 2024 (in just four years), which is contradictory given a simple minister’s salary. Usually, it takes at least 18 years, » and continued: « On August 12, 2024, he donated this property to his wife, but declared its value at only one million dirhams for tax evasion… This constitutes a very serious crime, especially for a Minister of Justice… This is just one example of the documents in our possession; wait for the rest… »
The biggest scandal Jabaroot has uncovered so far happened a few weeks ago, during the August heatwave. He revealed an unprecedented and explosive list: ten high-ranking DGST officials identified by their names, national ID numbers, and bank details—a true glimpse into the shadow government.
The list of targets includes: Abdullah El-Razrazi, Director of Counter-espionage; Saif Eddine El-Belidi, Director of Human Resources and a personal friend of the King; Hamidine Abderrahim, DGST Regional Director in Casablanca; Randour Abdullah, a septuagenarian and Chief of Staff to the powerful head of Moroccan intelligence, Abdellatif El-Hamouchi; Mohamed Raji, head of wiretapping and the architect of Pegasus; Zehdine Mohamed, Regional Director in Tangier; Mohamed Bourourou, an accountant familiar with drug-related money flows; Habboub El-Cherkaoui, Director of the Counter-Terrorism Office; Ben Yehoud Labchir, DGST Regional Director in Rabat; and Belfaida Abdellatif, responsible for advanced counter-espionage.
The file shows that Raji and his partner, Rachid Hassani, bought an entire industrial zone in Beni Mellal, at the foot of the Middle Atlas Mountains, in December 2023 for 30 million dirhams (about €3 million)—a fortune impossible to justify with their official monthly salary of 25,000 dirhams (€2,400).
Today, Jabaroot’s leaks present him as a millionaire whose meteoric rise is difficult to explain: properties in upscale Rabat neighborhoods, spyware equipment contracts with Hungary, Cyprus, and Luxembourg, and shell companies in France. His main partner, Rachid Hassani, is accused of laundering illegal commissions. Both left backdoors in surveillance systems to obtain copies of the collected information and, in some cases, sell it to intelligence agencies in Europe and the Middle East.
The documents go even further. According to the leaks, the DGST allegedly spied not only on opponents but also on high-ranking army officers, ministers, and the royal palace itself. Among the targets are Prime Minister Aziz Akhannouch, his wife Salwa, and their daughters, as well as the royal family itself, whose encrypted phones were allegedly infected with malware. « Even the King and his family were not spared from their intelligence agencies’ spying and selling of their information, » Jabroot claims, and the leak even suggests that an internal faction is paving the way to overthrow El-Hamouchi.
The Israeli-made Pegasus system, which Morocco obtained through its alliance with the United Arab Emirates and the Zionist entity, has become a weapon that gives the regime absolute control. But Jabaroot has proven that the backdoors deliberately left in the system allow third parties—foreign powers or rebellious former agents—to access confidential data. The humiliation is twofold: the DGST, which believed itself to be safe from danger, has been exposed to its enemies.
Jabsroot’s leaks have also revealed the involvement of key figures in the rising government, including Fatima Zahra Mansouri, the mayor of Marrakech, Minister of Housing, and a potential candidate for prime minister. She appears to be linked to a fortune of 46 billion dirhams (€5 billion). Mansouri, a member of the Authenticity and Modernity Party (PAM), which emerged from the royal palace, has condemned a « foreign smear campaign. »
Foreign Minister Nasser Bourita has not been spared from public scrutiny either, as Jabaroot accuses him of engaging in fraudulent real estate deals involving millions of dollars’ worth of property transactions tied to shell companies. In total, between 2022 and 2023, the foreign minister of the regime converted nearly $1.6 million in real estate assets.
Meanwhile, the opposition is calling for a parliamentary committee to investigate the leaks. The government has responded by filing defamation lawsuits against journalists and bloggers, fueling a sense of impunity and an official cover-up in a context marked by the escape of the former number two of the DGED (General Directorate for Studies and Documentation), Mehdi El Hijaouy, multiple cyberattacks on social security and land registry systems, and rumors of a transfer of power, fueled by Mohammed VI’s fragile health and his prolonged disappearance.
In his latest statement on Thursday, Jabaroot challenged the regime itself and its ability to cover up the schemes of the dignitaries the hacker has exposed.
According to Jabaroot, who masterfully tells the events with the skill of a writer of soap operas or miniseries, the worst is yet to come. « This is just the beginning… Our struggle for freedom and truth. Everyone is involved, and tyranny will expose them all, » he explained, warning: « As we said before, every time our name is mentioned, the response will be stronger. »
